On the morning of March 20, the Chairman of the National Assembly received a delegation of businesses from the US-ASEAN Business Council (USABC). In the meeting, the Chairman of the National Assembly emphasized the necessity of international cooperation in the transition to fair and sustainable energy.
Regarding digital transformation, the development of the digital economy, the Chairman of the National Assembly stated that the contribution of the digital economy to the scale of Vietnam’s economy is currently about 16%, striving to reach 20% by 2025, and 30% by 2030.
With suggestions related to the tax field, the Chairman of the National Assembly clarified that the Value-Added Tax Law, Special Consumption Tax Law, Personal Income Tax Law are also being reviewed for submission to the National Assembly for amendment. The delay in amending these Laws compared to the requirements in the Tax System Reform Strategy takes into account the consequences of the Covid-19 pandemic, which has deeply affected the lives of the people and the “health” of businesses.
At noon on March 21, Prime Minister Pham Minh Chinh received a business delegation from the United States-ASEAN Business Council (USABC). To support and accompany US businesses participating in investment, production and business in Vietnam, the Vietnamese Government commits to "3 guarantees" and "3 together".
Three “guarantees” include:
(i) Guarantee that the economic sector with foreign investment capital is always an important component of Vietnam’s economy, respect, encourage, ready to facilitate this sector to develop long-term, cooperate and compete healthily, equally with other economic sectors.
(ii) Guarantee the legitimate and legal rights and interests of investors in the spirit of “harmonious benefits, risk sharing”.
(iii) Guarantee to maintain independence, sovereignty, territorial integrity; political stability, social order and safety, policy stability for investors to confidently do business, operate long-term in Vietnam.
Three “together” include:
(i) Together listen, understand with businesses and people.
(ii) Together share vision and action to develop the economy, contribute to developing the relationship between the two countries to a new height.
(iii) Together do, together enjoy, together win and together develop.

Sáng 20/3, Chủ tịch Quốc hội Vương Đình Huệ đã tiếp Đoàn doanh nghiệp của Hội đồng kinh doanh Hoa Kỳ-ASEAN (USABC). Trong cuộc tiếp, Chủ tịch Quốc hội đã nhấn mạnh về sự cần thiết của sự hợp tác quốc tế trong việc chuyển đổi năng lượng công bằng và bền vững.
Về chuyển đổi số, phát triển kinh tế số, Chủ tịch Quốc hội cho biết, đóng góp của kinh tế số trong quy mô nền kinh tế của Việt Nam hiện là khoảng 16%, phấn đấu đến năm 2025 là 20%, đến năm 2030 là 30%.
Với các kiến nghị liên quan lĩnh vực thuế, Chủ tịch Quốc hội nêu rõ, các Luật Thuế Giá trị gia tăng, Luật Thuế tiêu thụ đặc biệt, Luật Thuế Thu nhập cá nhân cũng đang được rà soát để trình Quốc hội sửa đổi. Việc chậm sửa đổi các Luật này so với yêu cầu tại Chiến lược cải cách hệ thống thuế là có tính đến hậu quả của đại dịch Covid-19 tác động rất sâu sắc đến đời sống của người dân và "sức khỏe" của doanh nghiệp.
Trưa 21/3, Thủ tướng Phạm Minh Chính đã tiếp đoàn doanh nghiệp Hội đồng Kinh doanh Hoa Kỳ-ASEAN (USABC). Để hỗ trợ, đồng hành với doanh nghiệp Hoa Kỳ tham gia đầu tư, sản xuất, kinh doanh ở Việt Nam, Chính phủ Việt Nam cam kết “3 bảo đảm” và “3 cùng”.
Ba "bảo đảm" gồm:
(i) Bảo đảm khu vực kinh tế có vốn đầu tư nước ngoài luôn là một hợp phần quan trọng của nền kinh tế Việt Nam, tôn trọng, khuyến khích, sẵn sàng tạo điều kiện thuận lợi để khu vực này phát triển lâu dài, hợp tác và cạnh tranh lành mạnh, bình đẳng với các khu vực kinh tế khác.
(ii) Bảo đảm các quyền và lợi ích chính đáng, hợp pháp của nhà đầu tư trên tinh thần "lợi ích hài hòa, rủi ro chia sẻ".
(iii) Bảo đảm giữ vững độc lập, chủ quyền, thống nhất toàn vẹn lãnh thổ; ổn định về chính trị, trật tự an toàn xã hội, ổn định chính sách để các nhà đầu tư yên tâm kinh doanh, hoạt động lâu dài ở Việt Nam.
Ba "cùng" gồm:
(i) Cùng lắng nghe, thấu hiểu với doanh nghiệp và người dân.
(ii) Cùng chia sẻ tầm nhìn và hành động để phát triển kinh tế, góp phần phát triển quan hệ hai nước lên tầm cao mới.
(iii) Cùng làm, cùng hưởng, cùng thắng và cùng phát triển.
